The Fourth Planning Institute was established in 2006, and concurrently governs Xinjiang Branch, Shanghai Design Center and Historical and Cultural Research Center. Through many years’ polishing, it has been the backbone force of Guangdong Urban and Rural Planning Design Research Institutes.
It has nearly 40 technical elites from famous universities at home and abroad, with 2 senior engineers (professor-level), 6 senior engineers, 14 of which holding masters’ degree, forming a professional design service team with core backbone to lead the role and with complete technical echelon. Its projects cover all sorts of layers and types such as policy research, strategic research, regional planning, urban and rural system planning, urban overall planning, specialized planning, detailed planning and so forth, and it has obvious advantages on overall planning, development and construction planning of new district, village and town planning, planning for protection of historical and cultural famous city (famous town and village) , urban landscape planning, urban and rural integrated planning, planning implementation assessment and others, undertaking and engaging in multiple projects with significant influence.
It proactively provided planning design and consultation service for government of provincial-level, municipal-level, county-level and so forth, and made outstanding achievement in major projects such as Xinjiang urban and rural planning aided by Guangdong province, construction of livable towns and villages of Guangdong province and so on; it actively participated in the formulation of related policies and technical specifications, prepared documents such as Preparation Guidelines on Guangdong Controlled Detailed Planning (trial), Guidelines on Guangdong Rural-Urban Continuum Planning and Renovation Policy on Rural Mud Brick Housing of Guangdong, etc., winning extensive praises. It established a market policy based on Pearl River Delta, serving Guangdong province and radiating all over China, and it left industrious sweat in the whole province, especially in Guangzhou, Foshan, Shaoguan, Zhongshan, Chaozhou, Dongguan, Zhaoqing, Jiangmen, Qingyuan and so forth; and it left ploughing footprints in other provinces such as Xinjiang, Guangxi, Hebei, Ningxia, Zhejiang, Gansu and so on.
By holding the development philosophy of “research and innovation, pursuing truth and being practical”, it researched and innovated planning contents via frontier issues such as “urban and rural integrated planning, coordination of multiple planning, expansion of content and enhancement of quality, and low carbon ecology”, and proactively applied them in the planning compilation; it insisted on forging a project team with internationalized horizon and full of passion and vitality and innovation ability, striving to reach the goal of first-rate powerful happy and harmonious institute
